Case against couple took more than a year to build WEST CARROLLTON Edward Claude Jones and his ex wife, Jody L. Jones, did not know Moraine police Detective Robert Schmidt covertly watched them for more than a year as he helped build a criminal case against them.The Joneses would have recognized Schmidt if they saw him. He was the lead detective in a highly publicized 2008 theft case against Edward Jones and was instrumental in convicting him for receiving stolen property.Jody Jones, a West Carrollton city councilwoman, was implicated in that case, but a grand jury decided against approving charges.Even after closing the theft case, Schmidt was not finished investigating the Joneses, according to federal records unsealed Tuesday. District Court for the Southern District of Ohio requesting a search warrant to seize computers, documents and other evidence. The raids were conducted on Feb. 8."They have been looking at him (Edward Jones) for a while," said Moraine police Chief Thomas Schenck. "He's probably been doing it his whole life, would be my guess."No charges have been filed, but the affidavit alleges repeated and systematic violations of federal laws, such as illegally using food stamps, evading taxes and trafficking in contraband tobacco and alcohol and also counterfeit goods.Jody Jones, who was finishing the last year of her second term on City Council, resigned Tuesday after details of the investigation surfaced.West Carrollton City Councilman Harold Robinson said council members were stunned when they learned of the federal probe into the Joneses."When we all found out about it before the meeting, we all just mentioned what a shame it is," he said. "I can't speak for everyone else, but I'm sure several of us felt just how disappointing it is."Employees at businesses belonging to the Joneses said the pair were not accepting requests for interviews.Double lifeJody Jones, 51, first ran for City Council in 1997 but lost a close race. She again ran in 1999 and lost again by 22 votes. But her perseverance paid off in 2003, when she ran once more and was the top vote getter. She ran unopposed for re election in 2007. She and Edward Jones divorced in 2004 but did not sever ties, according to court records.Edward Jones, 53, is a business owner who ran unsuccessfully for City Council in 2009. His opponents said they would prevent him from taking office if he won the seat because he had a felony conviction from the previous year.In April 2008, Moraine police officers were called to the Dollar General store at 5716 Springboro Pike in reference to a theft complaint lodged by Tomi Hatfield, the store's manager, according to a police report.Hatfield said she noticed a large quantity of the store's merchandise lining the shelves of Jody Jones' nearby business, Jody's A Little Bit of Everything.Detective Schmidt's investigation determined a Dollar General employee, Debra Watson, allowed Edward Jones to enter the business, fill up containers with merchandise and leave without paying for them.Police said Jones took the merchandise to his ex wife's store, where it was re tagged and sold.Moraine police sought theft charges against Jody and Edward Jones and Watson, but a grand jury approved a felony charge of receiving stolen property against only Edward Jones.He eventually pleaded no contest to receiving stolen property, a fourth degree felony, and was sentenced to five years probation and ordered to pay restitution.Jody's A Little Bit of Everything closed, but Jody Jones remained on the council and continued operating Inn Between Carryout, a convenience store at 2454 Dryden Road in Moraine.Edward Jones also continued running his other business, Arrow Battery, 3837 W. Alexandersville Bellbrook Road in West Carrollton, which buys and sells scrap batteries and used forklifts.The task forceThe Ohio Organized Crime Investigations Commission Task Force targeted Edward Jones after it received intelligence in June 2007 that he bought stolen property and acted as a "loan shark," according to court records. Schmidt joined the unit in December 2009.On Dec. 18, 2009, a police informant met with Edward Jones and sold him counterfeit Timberland boots, Nike and Air Jordan shoes, and a Louis Vuitton photo wallet, Coach purse wallet and Channel wallet, according to the Schmidt affidavit.Later that day, Jones allegedly paid the informant $265 to buy counterfeit items including 24 Coach wallets, 11 pairs of Air Jordan shoes, eight Coach purses, five Channel purses and four pairs of Timberland boots, the affidavit said.Jones allegedly told the informant he had been "busted" twice and wanted to know if the merchandise was "hot," a slang word for stolen.On Feb. 5, 2010, Edward Jones allegedly asked the informant for more purses and boots and told him his previous source was in jail serving time for counterfeiting.
